Even in the comics Tiamat was doing nothing else than being in her house. She didn't attacked Godzilla from begining, she even let him go to her teritory. In comics Tiamat attacked only after godzilla challange owner of his old house which was Tiamat at that time and in movie he blasted right throu her house so she went and defended her house.
