For those in the comments who pretend to not understand, she is saying that people’s rights re a work in progress, and when you look at how many rights are either missing / being ignored, it is really compelling. When she says that for the most part many will suffer in silence, she means that, without their rights, they ( he people in question ) wont have resources to bring forth these issues, and solve them ( the issues ).
