You forgot that the Germans do count a vehicle as inoperational if it is not street legal. If a tank has a broken breaking light they count the whole thing as "broken". But that broken light wouldn't stop it in a war obviously. This counts for land, air and sea machinery.

Cant blame the German mentally of not wanting to be a military power. In fact it has to be respected, they accept rheir past responsibilities in WW1 and WW2, and dont want to appear aggressive in any way.

Personally I think its been long enough for them to move on from the past

One thing you might have missed: The military budget was kind of barely good enough over the years, but it got completely eaten up by unnecessary departments and consultants instead of actual military hardware. The bureaucracy for anything in military is bloated to oblivion.

A very big factor which was left out in this video is the insane amounts of bureaucracy when it comes to military procurement.
Even when the government decides that they for example need 100 new rifles, it then goes into an arms manufacturer's bidding war.
Once a manufacturer has been selected, the ones who missed out have the legal right to appeal the decision.
This apealing process can drag on for years and manufacturers do this ever single time.
It's not just the german government, the german law in regards to procurement play a major role in why Germany gets so little bang for their bucks and why it takes forever for any improvements to take place..

In WW II they were faced against 3 superpowers and other minor nations against them while still occuping nations like France and Poland, with little to no help from Italy and Japan and managed to field extremly loyal troops, they also managed to put up a great defense against all three powers
