Why can’t the Plstinians have a dome? Why can’t they be protected?

Edit: i can see a few misunderstandings in the comments section. My comment is asking why Plstine was not able to have a dome from the start just like when Israel was able to construct one. The point of my comment is to point out the repulsive hypocrisy of the world leaders who offer unconditional protection to a vile group of people (the Isrli authorities) instead of offering protection to those who truly need it.
