1. He has an affinity for birds, always thinking about them flying.

2. Titan abilities are both affected by a person's emotional, mental and spiritual state. Him having an attachment to birds set his mental state in an avian subconscious mindset.

3. With remnants of the Beast Titan. His Jaw Titan abilities somehow merged with some of Beast' titans power.

4. Falco's Titan abilities are another anomaly. Anomalies happen from time to time as Titan evolution is a lot of times unexpected and unpredictable.

5.A flying titan happens to be a new anomaly which may hint that the Hallucigenia's power granting abilities continue to evolve and develop overtime.

6. His name Falco(Falcon) is obvious foreshadowing of his role in the story. The will of the Fates(in this case, Isayama) written his fate to be the first ever flying titan. A symbol for freedom. Just like how the Fates prevent Reiner from dying even when he wants to.

there was a scene in the second to last episode, where falco saw zeke’s memories flying over clouds, giving him the ability to fly, however zeke didnt send (falco saw those memories through zeke’s spinal fluid anyways) these memories to falco, eren did, since the sky in that scene looked quite similar to the sky in the battle of heaven and earth. basically eren sent falco’s memories of flying in the battle to zeke, and falco got those memories from zeke via spinal fluid, granting him the ability to fly, to fight in the final battle and make that memory so eren can send it to zeke and the cycle loops

My theory is that Falco's jaw titan was a combination between the jaw and beast titan.after eren enabled the rumbling, zeke was as good as dead and some other pure titans may have inherited the beast titan, but soon got caught in the middle of the rumbling and died before getting to know about their ability.this after some amount of time eventually leading to falco inheriting the beast titan purely by chance and became a bird-like beast titan.this explains why he was able to look into a previous beast-titan's memory and gaining length in body and beak, as well as much more feathers than in the first time we see him transform.but it fails to answer why even before inheriting the beast titan he still looks like a falcon

Zekes spinal fluid had an influence on Falco. Annie confirmed she can take on traits from titans eaten. Falco says he has visions from zeke about flying. And we also know Ymir’s 4th dimensional self sees the titans life and designs the titan off their something in their life, like the last 2 beast titans being based off stuffed toys seen in their memories (ram and ape). And if you add in Eren had gone through these future and past scenarios to manipulate the timeline in order for his friends to stop his desire for genocide, it’s not too crazy to see Falco flying
