According to Andrew Maguire's observations, the London Bullion Market Association cartel has been suppressing silver prices for years, deceiving many silver investors and leaving only a small number of speculative dealers. This is a possible issue as it has become more difficult for the cartel to locate buyers to sell their short bets. In other words, the cartel finds it more difficult to control pricing when there are fewer speculators in the market. Maguire says that because previously locked-up silver is being utilized to satisfy global orders at prices significantly lower than available bullion, the cartel is running out of paper to cover the increasing volume of silver leaving the COMEX vaults.

He emphasizes that silver is emerging in all of the major currencies, such as the Australian dollar, Canadian dollar, and yen, suggesting a possible big move in the future. Silver is coiling for a big breakthrough, according to Maguire, especially after it breaks through the crucial thirty-five dollars barrier. Knowing this, the cartel is increasing their short positions in an attempt to protect the thirty-five dollar spot price. But according to Maguire, silver will gain a lot from the US Basel 3 rules that are about to take effect, maybe outperforming gold in terms of performance.
