A 15 minute city sounds fine w me... but governments plotting to enforce such action is a no go for me.

The stupid thing is most people will naturally do this to the best of their ability due to efficiency, time and cost savings. People won't argue with better city planning until something in that planning becomes restrictive or heavy handed.

If this project would be mandatory just for the city planners, I would be happy to accept it, but it comes with a limited number of car exists from the “city” per month and street cameras to count these exists. These restrictions look pretty mandatory to the citizens.

It sounds good from the face, but they plan to restrict your movement, and make you pay everytime you want to go outside of a certain radius of your home, or drive your car. They also plan to limit air travel. I believe London is already implementing the 15 minute city.
