Newbie here. Would like to know if it's okay or not okay to add mulch over existing mulch from the previous year. Zone 6

You said get rid of the weeds because if you don't get rid of them they'll go through. But I know from experience that if if you do get rid of them they can still grow back cuz I had that happen before.
