If stock from factory, the meter dashboard only show 260kph max

If mods, will the meter dashboard show 300kph-330kph?

Are you able to tune at Kuala Lumpur. Previously I tried bootmod3 stage 2 tune and only got 390+ whp. A stock M340i produces about 380+ whp. You have any idea why on mine it only produces 390+ whp?
