Worked perfect for me... Just make sure that you have the correct cell name in the formula.

The military time in my spreadsheet is only display as "19" for for 7:00 PM or "8" for 8:00 AM. There are not minutes included.

How does it work if seconds are included? Ex: 172513 I need this to 5:25:13 PM

This only works if your military time is directly typed into the excel spreadsheet. It does not work if its a part of a formula.

14:30 equals what standard time? Your formula doesn't work for that.

Please, since we can't see your keyboard, say every thing you are entering as you enter it. Only computer challenged people go to these videos, and it didn't help me, just too fast and missing info I need. Please consider a new video that treats viewer as having never looked at a computer before, because that's practically my skill level.
