Kane came much closer than anyone else, back when it wasn't about "The Streak" and simply almost beat him.

WM 28 is really interesting because it had both the moment that convinced me the most that the streak was over (DX Special) and the moment that convinced me that it will never end (Kicking out of it) all within 3 seconds

How is Kane at 10? Not only was reversing the tombstone bad ass and never seen before, but he came in hot, he was Taker's long lost brother and this was when the streak existed but was less established - so Taker winning wasn't the huge guarantee it is today. Everyone probably thought Kane had won it, I'm not saying it should be number 1, but 10 no way.
