China knows this that india has better grip in the indian ocean with choke points including malacca strait, that is why they try to engage india in it's northern & northern-east border so that india dont focus much on expanding its naval fleet and the neighborhood in indian Ocean.

India is continuously testing old missiles with upgraded version. But no new development in Modi's rule
*Kaveri engine was first tested in 2012 . But now the development of this engine has stopped.
*Tejas was first tested in 2001. The Tejas achieved initial operational clearance in 2011 and final operational clearance in 2019. Now work on it's variant has stopped due to financial crisis.
* Made in India Dhruv helicopters are crashing regularly. Now India has grounded this helicopter. After 4, crashes, Equador grounded dhruv chopper and cancelled the contract.
* Agni 5 was tested in 2012. Since than no new longer range missile was developed by India.
Warships, destroyer, submarine and arjun tank were developed before 2014 which are based on outdated technologies. Since than no new development.
Hence we can say that Modi is big talker but do nothing.
