Keep in mind that VTVL demonstrators are relatively easy to pull off. Even John Carmack, creator of Doom, funded one (Armadillo Aerospace). There's been dozens of American rocket companies that got to this stage, but never went any further, including Jeff Bezos's Blue Origin because there is a *huge* different between going straight up and down a few hundred meters, and accelerating on orbital trajectories and returning like what SpaceX does. Even then, SpaceX does it "just barely", the margins are super tight. The rocket lands with almost no fuel and no room for error in its 'hover-slam' trajectory, and indeed, in order to satisfy most launches, it needs to land at seat on a floating drone ship.

Thus, rapid progress can be expected on single engine smaller test vehicles, but orbital class rockets are a whole other story. SpaceX's "Starhopper" prototypes, which resemble this Chinese prototype, really did not work at all the same as the Falcon landing does.
