i think it might be cause he has a hito hito no mi fruit that is secretly super powerful. a big reason why WG made luffy’s new bounty (and some of his older ones too) equal to his peers so that ppl wouldn’t know what’s up with him and how strong he was and his DF. i’m also pretty sure every hito hito no mi is really good so it would seem reasonable to think chopper’s when awakened is rlly good too in some way

Also my theory is that he has the Forest God DF and the world government knew that chopper was not strong so they gave him a low bounty so that it would stay in chopper until they need it and not go to someone extremely strong (Blackbeard, Kaido etc.)

Actual reason: There's marines who consider chopper cute, so they give him a very low bounty to keep him alive. It's ironic too because his entire life he has been called ugly and stuff like that.

I feel like it’s because chopper isn’t exactly human and the world government would feel weird pursuing what they consider an animal. That’s probably why most people assume kidnapping him is the best way to bait luffy too because he’s seen as a pet

I think it's because chopper always ends up nerfing himself half battle so they mistake him for the pet. For example, in the ennies lobby he got into monster point and was unavailable for fighting afterwards and in wano he turned into a baby geezer. Still not fair towards chopper, but definitely funny 🤣🤣
