Most foods you buy will have some type of bug it’s just the case with anything you eat and it would be impossible to 100% remove bugs, that’s why washing and properly cooking are very important

It’s fine. You don’t eat raw uncooked flour, so the heat will kill anything in it and usually burn it up into nothing

this has been a known thing for decades. their eggs are super small and already in the flour and after a time in your pantry or wherever they hatch. bugs are in just about everything that is processed. even in chocolate. that's why there's a warning about bug parts on chocolate packaging

Things like oatmeal and grits have unhatched eggs in them. This is why you'll sometimes see a bug in what looked like a sealed packet of instant oatmeal or such because the eggs hatched while it was sitting in the cabinet. You can put it in the freezer after you bring it home from the store to prevent this, I think, bit you'll still be eating the unhatched eggs, but it won't hurt you. It's 100% normal and you already eat that stuff without knowing it in other things as well.

Actually they probably were. Food regs provide for a certain amount of "foreign" additions to packaged foods. Such as bugs. If you want to make sure, for certain sure, that they are all dead, put all flour, rice, sugar, etc. in the freezer for up to 4 days THEN put it in your canisters or preservation containers. And don't forget to take the air out and put in your preservation packets before sealing. Foodsavers and Mylar bags are a very good way to save dried goods for long-term storage😊
