Part of it was to account for the various cultural and belief systems of the species that could become Jedi. The robes were primarily representing the "monastic" elements and the "basic standard" but practicality usually became the basis for clothing decisions.

Anakin’s robe and diplomatic suit, in my opinion, showed his future as Darth Vader. Luke’s clothes during Return of the Jedi showed that he could have become a dark lord, like Anakin once was.
