This is definitely how the British Empire was built. A bunch of Englishmen started out just seeing how far they could push their luck, not realising how gullible the rest of the world would be when they blamed it on someone else and it all got a bit out of hand until one day they gave everything back and everyone remained friends but nobody really trusted them anymore even though they couldn't be sure who actually did it all.
