"My sister has gone to England three times" is wrong.
It should be "My sister has BEEN to England three times."
We use GONE when someone is still at the place. "Where's Jim?" "He's gone to the bank" (ie. he hasn't come back yet). "Jane has been to the supermarket" (ie. she's come back and is now here again).

Clear explanation but be careful ! My sister HAS GONE to England is not correct . You should have used HAS BEEN see difference between BEEN and GONE ;)
