Not an engineer, but the NASA should not have let the Dreamliner move forward and launch a crew without resolving all of the problems BEFORE the launch. When a problem has to be resolved in outer space, the task becomes way more complicated. On the On January 28, 1986 Challenger debacle, NASA suits pressured the booster company Thiokol to okay the Challenger flight even though Thiokol engineers said ti was too cold. And of course the rest is history. Now I see why the 737 Max was such a failure and 300 people were killed in the process, the problem is systemic.

The design outsourcing issues at Boeing could be traced back to the B787 program, not only Starliner.
