Thats only in the US version of the game.
the soundtrack that is being used is the Dr. Robotnic theme.
in the EU and japanese version Dr Robotnic is a goofy and silly villain thus his theme is really goofy and funky but in the US version he is suppose to be evil and serious thus they changed the theme.
look up "Sonic CD easter egg EU/JP version" and you will find the original version.

ah and Masato Nishimura also known as Maji was a designer of the game and the faces in the background are suppose to be his but "funny". its a difference in humor between cultures.
so yeah, no devil or whatever.

the word majin was actually mistranslated it was originally Mazin which was the nickname of one of the devs who created this easter egg, also the music uses the boss music from the bad future which changes from the jp ver of the game

Majin is what one of the landscape designers was called when he was young and he just made this screen for fun but he used the boss theme because it sounds cool but it's just the US soundtrack that makes it scary

The program that runs this image takes the Sound ID to the boss music, but since it was changed in the US version, you get this creepy music. On the EU and JP releases, it's different, more upbeat.

This little character has also made a resurgence in 2019 or 2020 for being featured in a Friday Night Funkin' mod under the name "Majin Sonic".
