She was a pup during the Cataclysm 500 years ago. In the cutscene/art where Makoto is holding a fox pup, that’s Yae Miko!

It's implied that's her age too because when Makoto died 500 years ago she was super young (most likely a kid) because she doesn't know Makoto a lot. She probably met her but since she was a kid she forgot.
