Which format for this situation? I need to load/store a large library (400 audios) of 1-hour teaching audios online for subscription streaming. They need to be broadly available/compatible worldwide on both old & new devices, all platforms. We have people in Europe, Africa, Asia, Philippines, etc. who need access, even on slow (some even dial-up) or limited-data ISP. Trying to make available to as many as possible.

Your wording on that is not great. AAC files contain more data than MP3 as AAC reproduces the original audio in more detail. It is not be cause of a lesser compression quality that files in AAC are a bit bigger !

If you are using it for music on your android phone I found m4a has a much better sound quality than mp3.
