I don't believe Aemond saw anything from that distance. I think he simply presumed he was flying into a trap (perhaps felt like he was lured there?). I also don't believe Rhaenyra commanded Ulf to fly Silverwing to King's Landing. It's more likely Silverwing flew their of her own devices, taking Ulf with her on a dramatic initiation flight. It was cinematic timing that Rhaenyra and Hugh Hammer happened to be emerging from the caverns of Dragonstone at the same time as Aemond and Vhagar turned tail. Just my theory.
