But of course, running a city is not just about building residential and economic areas, and a mall or park in between. Such games require planning and resource management to ensure their cities and their denizens prosper. But of course, there has to be a balance between managing resources and having fun, and some city building games do just that, much to the delight of their players. Kingdoms Reborn is amazingly good. It feels like a next-level Banished to me.

Caesar IV is not an isometric game. It is full 3D. I do love this game and still play it to this day. See my playthroughs. That said Caesar 3 should have been on the all time greatest games as well as the original Pharoah not the new remade 'pharoah a new era' .

what about soviet republic workers and resources pretty fun game in my opinion kinda reminds me of city skylines but in Russia

against the storm, whilst a good game, is not even close to number 1. firstly, its hardly a city builder, so probably doesnt deserve to be on this list. its no more a city builder than age of empires is. and even if you were to pretend it is a city builder, it doesnt hold a candle to cities skylines.

Caesar 4 was easily the worst of the franchise... the maps were crippling-ly small. And... "Against the Storm"? Never heard of it. Is that a phone game?
