He did this for recognition, to further distance himself from the man he knew he was from the Public. He loved the praise and attention he would get from being a hero. Plus if you think about it, Ted got a control fix because he knew he could've let that boy drown and he didn't because he would get more gratification from saving him and having him be a hero and public spectacle that would give him praise for weeks on end instead of having that chance die with the little boy.

Not that surprising, since he could turn it on and off pretty easily for the most part. His murders had more to do with him taking back control, he was dumped by a woman and it hurt his already twisted ego so much he started killing every girl he could lure that resembled her.
