This is about protectionism. Those people who you complain dig it out not in accordance to your standards are trying to feed their families, so as it is, anyone can do this because they can sell it on the free market. You want to block that and I do not think the people will thank you for it either.

Why not just innovate and strive to remove colbalt from the cells alltogether? This is being done by other cell manufacturers

Replace Cobalt with Manganese, Ukraine has the second largest reserves of the element. A Australian company discovered two large deposits of lithium carbonate in Ukraine enough for 60 years. So its important to stop the war in Ukraine as soon as possible.
