Washed the leaves off the driveway to the street or actually scooped up the wet leaves and hauled them away? If you leave the mess at the end of the driveway you didn't do a leaf removal. The city will require the property owner to bag or dispose of that much leaves if they came off your property so they don't clog the storm sewer and flood the street. Hauling away debris does have a cost in more than just time. If its just your time and a few cents for bags, you can bag it and leave it at the curb where the property owner can make whatever arrangement for its disposal. Some cities don't care and if the leaves mysteriously end up in the gutter, they get scooped up with the street cleaning. But most will leave a citation on your door as the cleaning crew drive through your neighborhood because heavy piles of wet matted leaves don't sweep up in the machinery easily and require street crews to shovel it up into a truck . Its like shoveling your sidewalk when it snows. Your responsibility.

Edit: Guys, I get it. The bleach he's using is more concentrated than the bleach you use for laundry. He could still just say "concentrated bleach" to help the viewer understand. I don't need a new dude saying the same exact thing in my replies every day.
