If you are counting all espada from the start to end line up then this is off. Sza was the original 0 Espada and is confirmed to have been stronger than Ulquiorra's second release. Kubo said he could probably have fought 2nd release Ulquiorra and vasto lord Ichigo 1v2 and won. He split himself in two similar to Stark which dropped him out of the espada then learned his Gabriel technique and came back in as Espada 8.

Can we talk about how the bloodthirst and voracius Grimmjow just let Haribel become the King (or Queen) of Hueco Mundo without even once complaint or argue about that? Nor try to dethrone the queen. Just a reminder : Ulquiorra say himself that he isn't the strongest in strength, in power. His category is Regeneration, no one in the Espadas kept this ability, but he did.

Starrk is a great charactar in terms of strength, Grand Cero being shot as if it was nothing is very strong, but against a character who's ability is to make everything get older as fast as he want ? (From flesh to concrete, so I don't see why it wouldn't affect the Cero), pretty sure that barragan could be stronger than Starrk. We are talking about the previous king of the whole Hueco Mundo, that only got destroyed because is enemy had the whole power of illusion (from the least we could see.)

Szayel nerfed himself so he can’t be Primera.

Yammi is Cero only because he can become stronger, but he can be killed of pretty easily before he outpowers you by evolving 62627 times.

Grimmjow, Nell and Hallibel should all scale to the same tier, tier which should be superior to Barragan (a sitting duck) and Stark (he died to a shikai).

Ulquiorra is stated to be like an ocean of darkness crushing above you by Uryu, who has been near top tier shinigamis before and never said such a thing. His Segunda Etapa puts him above everyone else. But I would understand if Grimmjow bests him after TYBW, he’s had more time to develop.

I'm open-minded, show me a quote or a statement that proves he was lying beyond Aizen simply not knowing he could transform a second time. The second quote pretty much showcases how Ulquiorra views the Esapada above him in terms of power.
