Starrk > Barragan. Starrk was the ONLY Espada who didnt need the Hogyoku to become a perfect arrancar. Even Barragan needed the Hogyoku, that alone tells you what level Starrk was at. Not to mention how strong his spiritual pressure was that hollows just died being in his pressence, i dont think Respira would work againts Starrk

Number one spot should actually go to Ulquiorra Cifer, because it is Aizen himself who actually gave the espadas their ranks and like when he fought Ichigo he(Ulquiorra) stated he has a second release form which even Aizen didn't know of. So if Aizen knew of this second release Ulquiorra would be ranked as number 1.

The strongest in the Espada is Yammy. This is stated in the manga / anime and even databook. Espada is numbered by the number of reitsu and reitsu in the world of Bleach is equal to strength.
