Kern County should allow Adventures with Purpose to recover the vehicle for you since you can't do your job and then you can pay the bill they send you. They've done it multiple times.

These people from out of town don't understand how deadly the Kern River is they don't understand how many people drown every year in the Kern River and every time is people from out of town not respecting the Kern River so what your dive team founded kudos to you but if it's too deadly to go in there let the professionals do their job when it's safe
