The civil service should immediately begin talks with Labour to smooth a “dizzying” transition to power, the Institute for Government (IfG) has said.

Rishi Sunak must authorise Whitehall to begin discussions with Labour and Sir Keir Starmer should formally request talks, the think tank says.

Access talks between officials and the main opposition party typically begin about 16 months before polling day, but an IfG report says that “time is running short” with less than 12 months to go.

The IfG says that talks “would normally have begun” by now and that if Starmer becomes prime minister, he will need to be thoroughly prepared to deal with Britain’s many challenges.

Simon Case, the cabinet secretary, is said to have recommended access talks but was blocked by Sunak, who feared it would lead to civil servants “downing tools” in preparation for an election.
