Vulpix is my second favorite pokemon after Ninetales. I don't watch the anime but I did when I was younger and Vulpix's Fire Spin in his debut always stuck with me. Man, I do wish Pokemon were real.

I think that Brock’s Vulpix was cute and I wish it got more development.

Yeah Brock used to take care of Suzie’s vulpix until he gave it back later in the jotho saga. Brock’s a great guy, knew what to do when Pokémon were hurt and knew what food to feed them. From Brock taking aid to that injured baby kangaskhan, that nuzleaf, and those baby Pokémon on the ship, it was clear that he was meant to be a doctor.

Would have been cool to see Ash's Oshawott and Dawn's Piplup meet Brock's Vulpix. All three have a fussy, spoiled personality, and would have been funny to see the three Pokémon argue, lol.

Vulpix would have made a good contest battler. Brock's Pokemon probably got the least amount of development personality wise.

Brock's Vulpix is the only favourite in Ash's group because back then there weren't much catching and choice of favourites Pokemon team in the Kanto Arc. I do love Vulpix but I also love Ninetales even more because Vulpix evolve into a very beautiful elegant Pokemon as it has nine tails and it's fur is sparkling gold. It's a shame that Brock's Vulpix didn't get this chance to evolved into Ninetails with the fire stone in "The Battling Eevee Brothers" even though Brock has his reason though but if he did while have intention of returning it to Suzy then she would be surprise and impress see her Vulpix evolved into a Ninetales.
