So my dad is really good at tic tac toe so anytime I play him, if I Win I get $100. This will help for sure. If I loose I can’t play again for another hour, if I tie I can keep playing until someone wins or looses and if I win I can’t play for another day.

It's funny how this is such a simple game that impossible on google's difficulty is literally impossible.
I've memorized every single move and outcome and can predict everything from the first two moves.
So when I play I either win or a tie, it's always a tie

I've found a different method (although might be less effective)
if you start, place your mark in the center. if they mark the corner, mark another corner and it will be a draw
if they don't, mark the corner that's opposite to the edge they marked. for example:

X––
–X–
–O–

then all the moves will be forced: just block/defend and you will win. you'll end up with this display:

X––
–X–
XOO

it's "O" to play and there are two threats (top right and middle left), so "X" is winning
