If the bear is brown, like a grizzly, lay down and don't move. If it is a black bear, make yourself as big as possible and yell at it. It should run away. Least that is how I was trained but never had to do it.

Yes I agree it’s better to filter and then boil it but you said this is emergency situation where you don’t have a filter, in emergency or extreme survival situation people will not have filters not even a bowl or a can to boil it 🤷‍♂️ the best way in my opinion is to get water from a small creek and boil it if you can, but again in emergency you don’t have cans or bowls unless you make one from wood
