A very simple and most likely partially incorrect explanation is that it rotates on both axes at the same time but when the line is put through it our brains focus on that which then changes the direction that we perceive it to be rotating in

We can actually control it because I seen up in before and it’s actually not as hard to control it anymore when I first started to so yeah basically I can, but that was actually a really good illusion when I first saw it so that’s actually pretty nice to see it again

Keep your eye on the crossings, when the vertical line appears, the crosses rotate. If the green red line appears, the crosses roll. It's not both at the same time

The thing with these illusions is that you see what you are thinking about. If you think that the ring is spinning horizontally, it does. If you think its spinning vertically, it does.
