Hi Krish.. first of all I am thankful that how beautifully you are clearing concept. This is much easy way to grasp everything you are teaching.
11 is grater than 17 values and n is 20. so 17/20x100 = 85 percentile.
It say 11 is grater than 85% of entire distribution.

we use inter quartile range (iqr) to remove outlier from the sample data set . the whole concept revolves around how can you remove outliers so that you can generate insights from the raw data.

percentile of 11 will be: (17/20)100

It would be 85 percentile

That means value 11 is above of 85% data/value of entire distribution

As we calculated for 10 ie 16 we just add 1 and we get 17/20*100=85percentile.
