By "data changes", do you mean changes to the * of the data? It seems so from the context.

SQL databases handle frequent data changes (inserts and updates) just fine, but changes to the structure of the data (altering tables) are more difficult than in NoSQL. In my experience, NoSQL is better at whereas SQL has no trouble with frequent writes. Thus SQL being preferred for OLTP as you said.
