Bill hates Stan so much because Stan has made so many mistakes, (like Bill) and yet was redeemed and forgiven by Ford. Bill is absolutely envious of Stan but he doesn't understand that Stan didn't mess up as hard as he did and Stan tried making good choices throughout his life.

Also Bill probably hates Stanley as he was the only one to defeat him, something he could have prevented if he payed more attention (and the fact he begged to a human for his life must have beyond humilating to Bill) alongside Bill projecting onto Stanley like he briefly does with Ford in the book and Pacifica in the website if you introduce PLATINUM PAZ (both see themselves as monsters that cause chaos even if unintentionally and Bill tells her anger is good and usefull beside implying she's not a biological Northwest aka calling her a little impending paternity test-with the context of Bill's childhood it wouldn't have surprised me this was one of the things got called as a child by bullies) since both are scammers, share mannerisms among other stuff (which led to people theorizing Stanley was Bill's reincarnation) but hes mad that hes the one who got the short end of the stick and Stanley instead got a happily ever after while fully ignoring that his sins were greater and worse than Stanley's like tricking people for centuries for personal gain which led to people having real bad fates or suffering calamities alongside abusing Ford and messing with the Pines Family and causing Weirdmageddon whereas Stan scammed people out for money and genuinely cares for his family to the point of sacrificing if needed.
Also similar to Gideon, both have feelings for one Pines twin while fully despising the other but Gideon was willing to learn and let go whereas Bill refuses to.
