Assuming "common agricultural potato" is referencing a medium russet potato and that "within the week" means less than 7 days, we can work out how quickly the taters have actually spread, and would need to spread to cover the mainland US, let's begin.

A medium russet potato on average has a size of 2.64 sq in.

The mainland US has an area of 2, 959, 064.44 sq miles.

We start with 200 potatoes with the bag is turned over. Whether it's a continuous rate or simultaneous, every 24 hours each potato generates 25 additional potatoes. Assuming this began IMMEDIATELY as the bag was overturned, we would see the following:
