Explain how prescription drug pricing works: manufacturers are manipulated by PBMs and GPOs who are mandatory third-party-payer gateways to "insurance" plans (inclusion/disclusion on formulary) and large bulk purchasers like hospitals & retail pharmacy.
PBM and GBOs have a unique exemption from Stark Laws (anti kickback provision), as well as unique protection from scrutiny of their books and records even as related to public spending(courtesy of Chuck Schumer).

My prescriptions went down tremendously under Pres Trump. One med went from $100 to $25, another went from $35 to $5, and the $5 ones went to '0'. With the B/H administration I can't afford them again. Trump 2024
