Steam has a really weird system when approving VN titles, why did Amatsutsumi got rejected in Steam while those Hitler Sex games got accepted?

From my experience, it feels like there is some sort of discrimination against japanese games, at least compared to english and chinese ones, which seem to get more leeway unlike the former. Then again, Evenicle 1 got release without any sort of censorship so who the fuck knows at this point .
