Ishida is playing a double agent and knew about the Kings power to forsee the future. Which is why none of Ishidas attacks were fatal towards Ichigo. They only were made to appear to be. He never does anything to betray the King but he actually never actually kills anyone. Like when he hit Yoruichi Shihouin with that arrow, he very easily could have head shot her or pierced thru her heart and killed her but he didn't.

The kings power only lets him see the events of those he can see with his eyes but he cant forsee the intentions of anyone except himself. Hence why he cant figure why Ichigo keeps trying to attack him.

Also Ichigo is the strongest character in the anime however the 2nd strongest isnt the King after he absorbs the Soul King. Its actually Kenpachi. His power allows his to forsee his future deaths in 1 billion scenarios in the mater of 1 singular second, which plays out in his head which happens faster than the speed of light in his mind allowing him to find the scenario in which he wins and kills his opponent. This allows him to conserve strength until its absolutely necessary to use his bankai and kill his opponent.
