It has a good balance between theory and practical coding examples. It's aimed at those who are new to machine learning. Came across this video and it feels great to see you reviewing a book published by a company that I used to work for. It is Packt (pronounced 'packed') and not 'packet' :)
During my time there in 2016, I had created an algorithm to rank all authors who published a book with Packt using 25 different metrics(Sales, Amazon Ratings, Customer Feedback, Peer Feedback etc). Among 2500 authors who published books for Packt, Sebastian Raschka, the author of this book was Rank 1.

Wanted to learn neural net but when i bought rhe book was shocked by the advanced math and the number of addins that are supposed to be installed to make the code work ! You were supposed to warn that this book is not for someone who is tottaly new to this field ....very dissapointed
