Catherine was introduced to Peter at the age of 10 as a tool for European royalty to use marriage to control political ties between nations. She was not so much a good guy irl. And she actually reversed an edict by Peter III that freed the serfs in the lands of the Church & allowed the nobles to punish them by sending them to Siberia. She also was imperialistic, taking over lands such as: Novorossiya, Crimea, the North Caucasus, right-bank Ukraine, Belarus, Lithuania, and Courland, making Poland-Luthuania loose it's independence.

She didn't abolish serfdom, but for her defence, it was a that time a huge part of the economic manpower and was badly needed because of the incoming industrial revolution, the serfs uprisings in the 1770's didn't help their case and the French Revolution bury any chance of drastic changes in Russia for the next decades

Yea, theres a reason why more... Stable countries like to enact change both indirectly and slowly.

The person at the top may change to a benevolent queen but the guys in the middle will never undertake such a drastic change.
