U shouldn't steal wallets and cards as u can c the photo of the person in there, so it's easier to return it. However, if u found cash on the ground, there's no point in returning it as when u ask every passerby if it's theirs, they'll all probably lie and say yes and the money will never go back to the right person, so u can keep it instead.
