Question for both playing modes. What if there are for example only red and blue character cards on the table and a player only has green action cards? That player can't play any of his/her action cards then?

Hold on, under shooting a real: "...if it wasn't the fourth, the shooter discards a random card fro their had as usual and adds a new Character to the MIDDLE of the table...." then this continues by saying "The player who was shot now acquires the top card of the Character and Identity decks..."
so they add to the middle as well as a new character for the one who was shot? All in all 2 characters are added.
