Those black plastic tiles are supposed to go over the old acoustic tiles, these plastic tiles have no insulation and sound bounces off of them something fierce. You are supposed to remove the old acoustic tile then put this around it the thin plastic will allow you to fit it right back into the existing grid. Found this out the hard way when I did a whole dentist office in these and then every time the front or back door opened they lifted up with the wind tunnel going through the building and then I had thrown out all of the old acoustic tiles and had to go buy another 5000 sq ft of the tiles that I could have re-used

Those old acoustic tiles are for sound dampening and they work great. The new ones are just for show.
