You know what's funny, according to one of Toshihiro Kondo's interviews after the game was released, Novartis' backstory wasn't originally planned to be in this game and was supposed to be in a later entry. It was mainly put in because of Kondo pushing for it. That's probably why him and the Grandmaster weren't in the game for that long.
