Purge…. Setup. Please… I can’t figure out how the valves go go purging… PLEASE!

I have followed these explicit instructions, doing exactly what you demonstrate and I have to continue pumping for 10 minutes, watching the air bubbles leave the filter into the water but at no point does water start coming up through the filter and out the elbow end. What do you suggest for me?
