Enclave literaly has advanced technology that helps them build better weapons, armor. They can even create vertibirds and tanks, have super soldiers. Enclave is the only thing that can Save the wasteland, Brotherhood only has a giant robot and few vertibirds.

For the 1 HOI4 player that finds this comment, I highly recommend getting the Enclave submod for Old World Blues, and then get the Puritan expansion mod for the submod. It’s a little hard breaking the NCR, but if you wait for the right time, it’s definitely doable. Again, I recommend the Puritan path, it just seems more like the right path for the Enclave, but I’m sure the Reformist path is also fun. I’m not at my computer at the moment, but if you ask I can give you the exact mods I use, it crashed a few time for me, but that could just be my computer. 🇺🇸
